Jeffrey Kibble
Jeff was born in Toronto and grew up in Vancouver on the beautiful West Coast of British Columbia. As a young boy, he spent many weekends and summers on Salt Spring Island learning to sail, fish and harvest from the land with his loving grandparents. Jeff studied English at the University of British Columbia and French at the CJEP in Jonquière before backpacking across Europe in exploration of self and other cultures. His passion for sailing grew as a child through racing dinghies, spending time on his family boat and later working onboard tall ships in British Columbia and Great Britain. After completing Basic Officer Training in Chilliwack and French language training in St Jean, he was posted to Canadian Forces Base (CFB) Esquimalt on Vancouver Island in 1989 serving as a newly commissioned officer in the Royal Canadian Navy. His career enabled him to experience living in multiple Canadian communities including Esquimalt, Kingston and Halifax. He was posted back to CFB Esquimalt in 1998 where he served in various roles at sea and ashore and went on to meet his beautiful wife Angel in 2010. They soon became dedicated residents of Langford where they have enjoyed raising their five children and becoming an active part of the community they call home. Jeff's father was born in India immigrating to Canada in 1956 while his mother's family immigrated from England in the late 1800s. Jeff and Angel continue to enjoy sailing the waters surrounding Vancouver Island and embrace the natural beauty coastal life provides.

At the core of Jeff's leadership is a foundation built on strong family values. With a steadfast partnership, he and his wife Angel, epitomize enduring love and commitment. Their five children, now all young adults, reflect the principles of unity, compassion and caring that guide his mission. Jeff’s paternal Grandfather served in the Indian and Pakistan armies and studied at the Royal Military College of Science in Shriveham, UK in 1945 retiring as a Colonel before moving to Canada to work at the Department of National Defence in Ottawa. Jeff was inspired to serve his country in uniform by his maternal Grandfather who commanded a Royal Canadian Air Force photo reconnaissance unit across Europe in World War II. Both his mentor and hero, Jeff's Grandfather was one of the first Canadians to enter Belsen concentration camp after it was liberated. Fearing the horrors he faced would be covered up and forgotten, Jeff's Grandfather ordered his men to write letters home about the atrocities that they witnessed. Jeff still has the photos that his Grandfather took there. As disturbing as they are, Jeff has shared them and the stories with family and friends in hopes of history never repeating. His Grandfathers would be ever so proud as Jeff continues to emulate their steadfast integrity, leadership, courage and compassion to face challenges and instigate change for the betterment of all Canadians.
Harmony in nature and wellness
Jeff finds solace through meditation and can often be found practicing yoga with Angel. He cherishes spending time with his family in the beautiful outdoors hiking, sailing and camping on the coast of British Columbia. An avid runner who recently completed the Vancouver marathon, Jeff also studies Filipino Martial Arts and is a novice hunter. He enjoys playing ukulele much to the chagrin of his closest friends and neighbours. Having grown up sailing with his grandfather and racing on his step-father's sailboat, he has participated in the Swiftsure International Yacht race numerous times. Jeff and Angel enjoy exploring some of Vancouver Island's most rugged and breathtaking land and seascapes. They both respect the natural beauty of the remote wilderness and the power it has to revitalize the human spirit.

A Community Member and Veteran's Advocate
Beyond his political endeavours, Jeff remains engaged with his community and enjoys connecting with people from all walks of life. With Angel at his side, they have volunteered at schools and supported various veteran and charitable organizations. For two years, Jeff was a team runner and the public relations spokesperson with Wounded Warrior Run BC running the length of Vancouver Island raising funds and awareness of mental health issues faced by many veterans. He has volunteered for the Canadian Walk for Veterans, supported research at the Chronic Pain Center of Excellence and helps raise awareness of mental health challenges in veterans caused by the anti-malarial Mefloquine. Jeff continues to speak at local schools as part of the Royal Canadian Legion Remembrance Day speaker program. They have also volunteered much of their time supporting the local Navy League and Air Cadet programs for youth. Jeff and Angel are active members of both the Union Club of British Columbia and the Royal Victoria Yacht Club where he volunteered as the Cruising Fleet Captain arranging cruises and events bringing members together.
My mission in uniform was to protect our freedoms and democracy while helping keep Canada safer, stronger, prosperous and well respected. I remain driven to continue serving our great country; same mission but in a new way.
A Legacy of Excellence
Jeffrey Kibble served with distinction for twenty-eight years in the Royal Canadian Navy as a commissioned Officer where he gained diverse experience and knowledge through years of operational roles in high pressure situations, both domestically and abroad.
Jeff earned his Bridge Watch keeping ticket, Fleet and Deep Draught Navigation certifications and Operations Room Officer qualification by serving globally onboard numerous warships. He has participated in sovereignty patrols in the Pacific and fishery patrols in the Atlantic as well as countless exercises and operations such as RIMPAC, UNITAS and Op Caribbe.
For five years he instructed Navigation at the Naval Officer Training Center at CFB Esquimalt where he was involved in developing software and training for the first electronic navigation systems as the Navy transitioned to paperless navigation.
Jeff was the Navigation Officer of HMCS PROTECTEUR during the conflict in East Timor as part of INTERFET (International Force East Timor). He participated in delivering humanitarian aide, fuel and supplies as well as rebuilding a devastated school following the Suai Massacre. In the Persian Gulf, again onboard HMCS PROTECTEUR this time as the Operations Officer, he conducted counter-piracy, drug interdictions and anti-terrorism operations as part of Task Force 150.
Jeff appeared in the documentary series Warships that explored Canada's role in Task Force 150 and hosted Rick Mercer while he filmed and experienced a day in the life onboard HMCS PROTECTEUR.
In 2008, Jeff took command of the Regional Joint Operations Center (Pacific), where he participated in operations that successfully apprehended several migrant ships and he directed components of the 2010 Vancouver Olympic security plan. He was awarded a Commander's Commendation for executing an operation that resulted in millions of dollars of illegal narcotics being seized and ultimately kept off our streets.
For his final posting Jeff commanded the iconic sailing ship HMCS ORIOLE for five years. As ORIOLE's Captain, he hosted numerous dignitaries and politicians onboard the ship as they sailed to and connected with numerous communities along the coast from Port Hardy to San Francisco. Jeff was honoured when ORIOLE was assigned as the safety ship for the annual collaborative Pulling Together RCMP/First Nations canoe expedition around Barkley Sound where they visited several First Nations. Jeff hosted both the Honourable Steven Pointe and the Honourable Judith Guichon, Lieutenant Governors of British Columbia onboard the ship. He proudly showcased the Royal Canadian Navy countless times at the Richmond Maritime Festival, Portland Rose Festival, Seattle Fleet Week and during numerous yacht club Opening Day sail pasts. Jeff performed these duties while training young sailors in leadership and a life at sea.
Well liked and respected by his superiors, peers and most importantly his subordinates, Jeff has received numerous accolades as a Navigation, Communications, Operations and Commanding Officer. Jeff is a decorated veteran who served with distinction and honourably retired from the Royal Canadian Navy after a full, rewarding and challenging career.
